A tentative programme was at the
came time submitted by the dovernment of
the United States professedly based upon
the resolutions and proceedings of the
International Commission, which it was
thought might properly serve as the basis
at least for preliminary discussion.
For convenience of reference I annex
copy of the nine resolutions adopted by
the Shenghai Commission and of the
tentative programe put forward by the
United States Goverment in September
1909.
As it was necessary to consult, not
only the several Departments of His
Majesty's Government interested, but also
the Government of India, as to the
desirability, or otherwise, of taking
part
